
The Wisconsin Department of Veterans Affairs, in collaboration with the Wisconsin Department of Natural Resources (DNR), offers a variety of hunting and fishing license benefits to honorably discharged veterans. Eligible veterans can enjoy Wisconsin’s rich outdoor traditions through these offerings.
DNR Returning Service Members Voucher
The State of Wisconsin offers a one-time free hunting or fishing license to recently returned Wisconsin resident veterans. Eligible veterans can choose one of the following at no cost:
- Small Game License
- Archery License
- Gun Deer License
- Annual Fishing License
The veteran must have separated from military service under honorable conditions within the past 365 days and have served during a “war period”. For purposes of the DNR Returning Service Members Voucher, “war period” means:
- A period between September 11, 2001, and the ending date of Operation Enduring Freedom or an operation that is a successor to Operation Enduring Freedom.
- A period between March 19, 2003, and the ending date of Operation Iraqi Freedom or an operation that is a successor to Operation Iraqi Freedom.
How to Apply

- Fill out Eligibility form
- If eligible, WDVA will provide a voucher code that must be redeemed within 365 days of discharge.
- Redeem Your Voucher
- In person at any DNR Service Center.
- By phone at 1-888-WDNRINFO (1-888-936-7463) to request the license by mail or arrange for pickup at a DNR Service Center.
